Does your license include the cost of MS SQL Server ?

No. You will need a valid MS SQL server license ( or use SQL Express 2005 / 2008 - although this is not recommended for larger multi-user installs). We place such little demand on the database server that it is common for the physical database server to be shared, although often dedicated instances are created for RiskManager.
